HONASAN: Empower Communities with Local Intelligence, Information System


Senator Gregorio “Gringo” Honasan II said that battling crime should begin within small communities and the local government, and urged for barangays to be equipped with intelligence and information systems to help in monitoring crime.

“Kailangan paganahin natin ‘yong information system na nasa bawat eskinita, bawat kalsada, bawat barangay. Pangalanan mo ngayon kahit na anong eskinita, magkakakilala lahat diyan ang tao. Alam mo kung sino ‘yong lasenggo, ‘yong nambubugbog ng misis, ‘yong istambay, ‘yong hindi nag-aaral. Kailangan lang maipasa ‘yan kaagad sa law enforcement agencies para makapagreact,” the United Nationalist Alliance candidate for vice president said during his Hiritan 2016 interview in Unang Hirit on Monday morning.


The suggestion is in line with Vice President Jejomar Binay’s plan of ensuring that every Filipino home and community is safe and secure by establishing a comprehensive and strategic framework aimed at sustainable and long-term solutions to combat crime.

Honasan, slated to be appointed as crime czar under a Binay administration, also emphasized during the interview the importance of providing barangays with closed-circuit television (CCTV) cameras to better ensure the safety of its residents.

The move would be part of efforts under a Binay administration to ensure that there is a collective effort among agencies of the government when it comes to ensuring the safety of its people. Under Binay’s leadership, the Philippine National Police, Armed Forces, National Bureau of Investigation, Department of the Interior and Local Government and Department of Justice will work together for peace and order.


“I-manage natin ‘yong intelligence natin na barangay-based at ang frontliner natin diyan ay pamahalaang lokal. ’Yang CCTV, paganahin natin ‘yan pero bago mangyari ‘yong krimen, hindi ‘yong after the act. Hindi lang natin iasa ito sa kapulisan at kasundaluhan. Dapat local government ang suportahan at paganahin diyan, hindi lamang sa krimen kundi sa basic services: food, clothing, shelter, education, at saka health services,” Honasan said.

“Dapat maging kabalikat namin kayo sa pagdadasal, pagsisikap at pagtatrabaho para makamit natin ang pambansang pagkakaisa, pangmatagalang kapayapaan, at ‘yong kaunlaran na matagal na nating pinangarap para sa ating mga anak, ‘yong susunod na henerasyon ng lider at mamamayan natin,” the senator added.
